I'm just upgrading to the 2d card and was wondering if it's possible to use outboard gear within the MIO console?

The routing facilities of MIO Console can be exploited for processing any of the input channels with outboard gear.

At this time, MIO Console does not have a mechanism for doing both the sending and returning on a single mixer strip. You would need to route the direct out on the input strip of a source channel to the desired output on the box. Then you would connect that output to your outboard gear path, returning from the outboard gear to a separate input. This return input would have its own separate strip within the mixer.
